If you’re using Windows 10, this is likely caused by camera privacy settings. Windows 10 build 1803 introduced camera privacy controls that restricts device access by default.

I’m runnign windows 8. and I have checked ‘On’ to allow apps to use microphones and webcams. The problem persists
