"Your screen is being observed" message on Mac

Does the use of a Plugable docking station cause a Mac to show the message, “Your screen is being observed?”

I’m using a Plugable USB 3.0 Universal Laptop Docking Station Dual Monitor for Windows and Mac (ud-3900) with a MacBook Pro running macOS Monterey version 12.1.
