Windows Surface Book Pro (Windows 10) with Plugable UGA-3000

For about two months, I’ve been having an issue running two external monitors from my Windows Surface Book Pro:

–Monitor 1 is connected via the Plugable UGA-3000 to the DVI port. I’ve tried plugging the USB end into the Windows Dock as well as into the USB port on the side of my Surface Book Pro.

–Monitor 2 is connected via a mini-DVI to DVI port on the monitor.

After anywhere from 5 minutes to two hours, I begin to get the distorted flickering shown in the attached photo on Monitor 1. Monitor 2 (which uses the UGA-3000) is fine. If I switch the connnections, the monitor which is not connected to the UGA-3000 begins to misbehave.

Any thoughts or assistance would be greatly appreciated.
