When you plug the USB Easy Transfer Cable into a Linux machine it behaves like a NIC. Is there anyway to get this behavior on Windows XP and Windows 7?

No, sorry. On Windows it can only function as a Windows easy transfer cable, and on Linux only as a point-to-point NIC.
There aren’t Windows drivers available to provide the p2p NIC function.
