Windows 10 does not detect or says USB device malfunctioned, but it works fine with MAC os

I have multiple USB ports (USB 2.0 or USB 3.0) on my HP h8-1260T (Intel Core i7-2600 cpu @ 3.4 GGz) and when I plug the USB3-SATA-UASP1 Lay-Flat docking station into the USB port I receive a message that the USB device has malfunctioned. I am using Microsoft Windows 10 Home edition. However, when I plug the USB3-SATA-UASP1 Lay-Flat docking station into my MacBook Pro (mid 2014) the drive can be read fine.

On the windows PC I used multiple USB ports (both 2.0 and 3.0) and the message is the same. The disk manager does not recognize the drive nor does windows explorer.

Any recommendations?
