What is the AC voltage on the Plugable UD-3900? I would like to use this overseas in Japan and Australia, is it compatible?

Thanks for posting your question here! The switching power adapter that comes with the Plugable UD-3900 supports inputs of 100 V to 240 V.

So yes, you can use it overseas in Japan and Australia.
