VERY slow speeds with a 300 Mbps connection

I have a 300 Mbps connection to my old HP Pavilion PC. With a usb wireless adapter, I get 200 Mbps, but with the USB3-E1000, I only get 20 or 30 Mbps. Any ideas on what to try? I just got it today, I’d hate to send it back already.
