USB Ports not working

The device was working correctly, and the light was green - I switched out one laptop for another, and suddenly, the light went blue, and none of the USB ports were working - I switched back to the old laptop - but the problem persisted. I have “cleaned” and reinstalled the software as per your instructions. No luck, and I don’t understand why you are even suggesting this. It’s a different problem. What is the solution?
