USB Port Reset Request Failed, Code 43

I installed the DisplayLink+USB+Graphics+Software+for+Windows+8.3+M1 driver for Plugable UD-3900. When I plug in the USB in my Dell 7000 series laptop, I get this error.

"Windows has stopped this device because it has reported problems. (Code 43)

A USB port reset request failed."

I uninstalled the driver, restarted the compute and installed the driver again. But the problem is same each time.
