USB monitor not working

In the past I have used a Plugable USB-VGA adapter on my Windows 7 work laptop. I bought a new adapter. First time I tried it, I had to install the latest driver, and my USB monitor worked. After shutting down the laptop and restarting, the USB monitor is recognized by Windows (I can tell that Windows sees the monitor because it appears in the display setup box), but there is no picture on the monitor.
