USB 3.0 dock powers up, doesn't respond to laptop

USB 3.0 dock isn’t recognized by Win8, attached monitors do not respond, show “check signal cable” messages. Dock’s blue light is on. Have tried two cables several USB 3 ports on laptop. I can set multimonitor modes with Start-P, no response from monitors.
