I’m attempting to use your USB 2.0 Switch with a Toshiba 14-inch USB Ultra-portable Mobile LCD Monitor (PA3923U-2LC3) with little success. The monitor flashes on and off briefly over and over again. Instead of plugging my USB Monitor directly into the switch, do I instead need to connect the switch into an AC-powered hub and then connect the monitor into that hub?

You are on the right track. It seems like this monitor has a Y-cable which means it is a high-power device. Using an externally powered USB hub should do the trick.
