Have been using UD3900 for a while now with Dell laptop and an HP monitor via HDMI. I just tried adding display port to DVI cable from UD3900 to dell monitor. Windows does not detect second monitor. Have verified I have the latest UD-3900 monitor.

If I understand you correctly you are attempting to connect a DisplayPort to DVI cable to your UD-3900 (DVI port) then to your Dell monitor’s DisplayPort. Is this correct? If not please feel free to correct me here.
If correct, I believe the issue that you are experiencing is due to the fact that you can not go from DVI to DisplayPort without an adapter. One such example can be seen here: https://www.amazon.com/StarTech-com-DVI-DisplayPort-Adapter-Converter/dp/B077FYJTDL
