Thunderbolt 3 dock will not run USB hard drive from rear USB port

Connected to a MacBook Pro 15, will not recognize a USB hard drive plugged into a rear USB port. Can only use the front port. Is this as designed or is there a problem?

There are two different USB 3.0 Host controllers internally within the TBT3-UDV dock, and an external device’s behavior can potentially change based upon which one it is connected.

To help determine if that is the case here, if you connect the USB hard drive to one of the USB 3.0 ports on the back of the dock that is furthest away from the dock’s Ethernet port does that help? To put that another way, if the dock is in the vertical orientation it would be the USB 3.0 ports at the ‘top’ of the dock. Those two ports are connected to the same USB host controller that is driving the single USB 3.0 port on the front of the dock.

Can you also let us know the brand and specific model number of the USB hard drive you are using?
