Thunderbolt 3 dock and HP Elitebook x360 1030 G2

I bought the Thunderbolt 3 docking station dock because I wanted to use my 4K monitor and peripherals with both my new Dell XPS 15 9560 and with my work computer, a new HP Elitebook x360 1030 G2. Both have Thunderbolt ports.

The Dell works fine. When plugged into the HP, only the monitor is recognized, no USB peripherals are (I have a Logitech K520 wireless keyboard and mouse set, a Brother HL-L2310D printer and a Scansnap scanner).

Is this a fundamental incompatibility or something that can be fixed?

PS, I don’t have administrative privileges to the HP computer.
