Is it possible to connect an Apple Thunderbolt display to a Dell Windows machine via the Thunderbolt 3 TBT3-UDC1 dock?

Thank you for contacting Plugable support! I’d be more than happy to assist you.
No, this is not possible as the TBT3-UDC1 does not have a Thunderbolt port for the Thunderbolt display to connect to. The dock only has a Thunderbolt 3 connection between itself and the computer. The displays must be attached with DisplayPort.
You would need a dock that offers a second Thunderbolt 3 port for accessories, and also the Apple Thunderbolt to Thunderbolt 3 bi-directional adapter to interface the Thunderbolt display with the Thunderbolt 3 dock.
So something like: http://plugable.com/products/tbt3-udv + https://www.apple.com/shop/product/MMEL2AM/A/thunderbolt-3-usb-c-to-thunderbolt-2-adapter should support your display. Please note that we have not tested this ourselves as we do not have any Apple Thunderbolt displays, but on paper this combination should work.
