Photoshop CC will not load

I keep getting a "LoadLibrary failed with error 87:The parameter is incorrect.
I have:
Done a considerable search of the internet before posting this.
Checked to see if my drivers are all up to date, both plugable and AMD.
No luck.
I have a Toshiba Satellite L5 notebook with:
AMD Radeon HD 8510G Video
8GB Ram.
The only work around is:
Shutdown the computer
Boot computer WITHOUT plugable docking station connected
Load Photoshop (actually also DreamWeaver or Premier Pro) ONLY 1 at a time
Plug in Plugable docking station.

Thanks for adding to the discussion. A quick question for you, by any chance is the monitor connected to the docking station set as your ‘Main’ display? If that is the case, can you change the ‘Main’ display to the internal laptop display, reboot the system and then test Photoshop again to see if that helps?
