PC won't complete booting unless Plugable device is disconnected

Older Dell Dimension 4700. Installed the Plugable device and worked right away. Rebooted the machine and it won’t complete the boot unless the plugable device is unplugged. What is the cause/solution?

If you go to your BIOS and disable booting from a hard drive or USB drive, does this solve the problem?

BIOS is set to boot from an onboard hard drive.
If I disable boot from a hard drive how can the device boot. It has to have a boot drive. Not sure what you are suggesting.

Sorry, I meant to say from an external source such as an external hard driver or USB stick.
