I have the 3900H connected to my power surge that have an off and on switch. Is it okay to turn power surge off thus turning the plugable everytime I stop using it and not break the plugable ?

There should be no problem turning off the docking station through the power switch, however if you have any external hard drives, thumb drives, or external storage connected to either the power strip or to the docking station I recommend safely ejecting the drive from Windows before turning off the power to help reduce the risk of data loss.
