My I/O card is not working

I have installed a plugable usb 3.0 i/o card on my Windows 7 computer. It shows up on my device manager, but when I plug in a 3.0 device it does not show up

First, can you say if there is any warning on the device in device manager?

Next, make sure that you have the correct drivers installed, there are two different packages depending on which card you have. You can find details and links to download the drivers here:

Also check what happens when you plug in a simple USB device like a wired USB mouse. Does it work?
