Hub not working

Blackweb 7-port 3.0 Hub model BWA17H0010 and S/N: WJ1W1711000743 which I purchased today does not work. When I plug it in and then plug a device into the ports, the
device does not work. I have a Compaq Presario CQ 5000
Series with a AMD dual core processor E-350, with Windows
7 home premium 64-Bit, 3GB DDR3 memory, 500 GB hard
drive, and a supermulti DVD burner. Please tell me why the
hub want work on my computer. Thanks
