HDMI 4k display not working

I am using a Dell Inspiron 15-7579 laptop
2nd monitor: Premium High Performance Dell 27" Full HD IPS LED-Backlit 1920x1080 Resolution Monitor Widescreen 16:9 Aspect Ratio 6ms Response Time HDMI VGA Inputs,Black
3rd monitor standard hdtv tv

I have swapped the cables and they work fine. HDMI 2K works fine on both monitors. I have done the scrub and reinstall of the drivers and software. HDMI 4k does not work. Also the laptop does not charge through USB-C.
