I’m not sure what your intended use is, but the answer for the Plugable USB serial adapter (http://plugable.com/products/pl2303-db9/ ) and other similar USB adapters is likely “no”.

On the PC side, software must talk through the Windows COM port interface exposed by the USB software stack (not directly to IO ports to any controller, they don’t exist for USB devices)

And on the device side, the adapter only talks RS232 - there is no higher-level device or IO addressing, just simple serial communication.
