Device worked once now power LED blinking

Hi

Similar to this post device worked once then power LED started blinking.

I followed the steps to reset the dock / power supply but the LED continues to blink and dock is unusable / unable to detect attached displays.

Does it need to be returned or are there addition troubleshooting steps I can follow?
