Connection issue on Dell Venue 8 Pro

I’m using a Dell Venue 8 Pro with the ug-3000. Should the dell be powered down when connecting to the plugable? If I connect when powered on, the desktop is rotated on the monitor and the mouse does not work right. Thanks.
