I have a Samsung Galaxy Tab 3. It is Android 10 I think. It only has wireless. Will the USB2-E1000 USB 2.0 10/100/1000 Gigabit Ethernet Adapter enable me to use ethernet.

Unfortunately, no, probably not.
Although an Android driver is available, there is no way for users to install it. Android device makers have to build these drivers in to OS updates, or they aren’t available on their devices.
To date, we’ve not seen any USB Ethernet devices work on Samsung Note, Tab, or any of their phones.
