64 bit WIN 7 to 64 bit WIN 8 - WET cables

Can “Belkin Easy Transfer Cables for Windows 8” be used to transfer 64 bit windows 7 to 64 bit windows 8? The packaging on model number F4U060 says NO. What cables can do this transfer?
