Just got my new plugable usb 3.0 docking station. I have the hard drive set to lay a purchased set of recovery disc on the new hard drive but can not seem to find the correct way to do it

Most recovery discs are only designed to recover/reinstall to the primary hard drive installed in a system, and don’t generally contain any options to select a drive of your choosing.
Since recovery discs are generally automated and have minimal options - I wouldn’t expect that they will let you choose to restore to an external USB-attached drive.
