USBE-E1000 not working with Windows 7 or Windows 8

I just picked up a USB2-E1000 for an NVIDIA shield. It’s not working (the system doesn’t detect a USB device being plugged in) so I have to suspect the OTG cable first. That said, I plugged it into a Windows 7 system and a Windows 8 laptop. Both of them give an error code 10 (device cannot start).

Sadly, posted in the wrong forum.

Any thoughts?
