USB3 to DVI on Windows 8 - monitor keeps going dark

I have a 2013 Macbook Air and 2 x 24" (1920 x 1200) Dell monitors.
I drive one of the monitors via Thunderbolt to DisplayPort and the 2nd one, Plugable USB3 to DVI on a Windows 8 installation (Bootcamp).

I am having consistent problems that when I move a window quickly from the DisplayPort connected monitor, to the USB3 connected monitor, the USB3 connected one goes dark.
Sometimes it automatically recovers after ~10 seconds but most of the time I have to go to the Plugable control app, turn the monitor off and then turn it on again (via extend).

We investigated the issue and have sent a tested replacement adapter.
