May I ask what goal you are hoping to reach by connecting the Samsung J3 to your laptop via Ethernet?
Android phones, if they are compatible with the network adapter, will only be able to assign an IP address via DHCP, manual assignment is not an option. Typically, in point-to-point connections between two devices, there won’t be a DHCP server for which the devices will be assigned an IP so they will default to 169.254.x.x IP addresses.
