USB ports not working on plugable UD-3900

just bought the UD-3900. VGA , Ethernet and Audio jacks work, but none of the USB ports work. Tried wireless mouse, wired USB Headset, and a USB memory stick. All of them work in the USB ports on the laptop.

also tried unplugging device power, rebooting PC, in various combinations
