usb-C 4k on Dell XPS15 with Win 10 pro random slow downs using DELL 2715Q extended monitor

I recently (Jan 24) purchased a Plugable USB-C 4k. I’m experiencing slow response in the external monitor at times. I’m looking for a solution.

This device interfaces my XPS 15 laptop to my 2715Q external monitor. I have a DP to mDP cable providing the connection. I have recently updated the computer to the latest DELL drivers as well as the latest MS updates:
