I have a Samsung Note 4, which supports fast charge. Using a fast charge compatible cable, I have connected the phone to my plugable USB 3.0 7-Port Hub with Charging, however the phone doesn’t seem to go into fast charge mode.
I have GSam Batter Monitor Pro, and it indicates 250-450mA (it is quite variable).
Could anyone suggest anything I can do to confirm whether this is working as expected or not?

Thanks for contacting us! We’re sorry that your Samsung Galaxy Note 4 isn’t charging with your USB 3.0 7-Port Hub as expected.
Are you using our 60W hub model or the 25W model? There should be a sticker on the bottom that indicates the model SKU. If you’re using the 25W model, can you please confirm that you’re using one of the charging ports on either end of the hub (port 1 & 7)? If you’re using the 60W model, it won’t matter which port you’re using for charging, as it’s a charging-specialized hub.
In our USB charging tests with both hub models, a Samsung Galaxy Note 4 was able to charge at 875 mA, and it took about 4 hours to fully charge the device. Can you please also try plugging the power adapter for the hub into another power outlet to ensure that it’s receiving full power for USB charging?

It has a sticker which says:

It is a 60W where all ports should have high power/speed charging. I have tried plugging the hub into a couple of different sockets.
Could you let me know how you did your USB charging tests, i.e. what software did you use to see the 875 mA as there seems to be a problem somewhere with my set up.

Thanks for confirming the model of your hub, Steven. In our charging tests, we used a combination of diagnostic tools including multi-meters and oscilloscopes, as they provide the more accuracy than related software.
If available, please try swapping out the USB cable you were using to charge your Note 4 to ensure that a defective USB cable isn’t involved in your setup, as that could cause the behavior you describe.
