I am currently trying to reimage a Surface Pro 3 that is connected to a UD-3900 dock. The issue is whenever I boot to WinPE, there is no ethernet driver and I am unable to connect to the server. If I look in device manager within Windows, the Ethernet name is “Displaylink network adapter ncm”. Where can I find the WinPE drivers for this? Thank you
Found the answer on a document from DisplayLink:
DisplayLink software is not supported and cannot be installed on Windows PE. However it is possible to
install the Ethernet driver under Windows PE. The Ethernet driver can be found in:Public Page 27
DisplayLink Corporate Install Guide
C:\Program Files\DisplayLink Core Software
If using V7.1 or older software/firmware on the device, then the Ethernet driver from this directory will be
required:
C:\Program Files\DisplayLink Core Software\CdcEcmDriver
For V7.2 or later, the Ethernet driver from this directory will be required:
C:\Program Files\DisplayLink Core Software\CdcNcmDriver

The information you have posted is correct. The full path to the drivers for the latest version of the DisplayLink Ethernet driver is:
C:\Program Files\DisplayLink Core Software\CdcNcmDriver
And here is a screenshot to show the contents (this with DisplayLink 7.7 M4 drivers installed):
