My Plugable UD-3900 does not recognize external monitor.

I have a brand new PlugableUD-3900 attached to my HP ENVY (win 7). I have two ASUS 22" monitors. One is directory connected to my PC with the HDMI cable, and the 2nd monitor is connected to Plugable via VGA cable. My computer does not recognize the VGA monitor, though it recognizes my key board, mouse, internet hookup, and a printer that are connected to the Plugable. I have changed the VGA cable, but neither cable worked. Is my VGA port defective?
