What are the procedures for transferring between windows 10 and windows 7 ?

I can’t get both PCs on the internet, so if I need to acsess the web can I transfer any required updates for one PC to the pther? If so how?

I understand what you are asking, I think, but the transfer cable and software are only meant to transfer files and settings from one PC to the next. The cable and software are unable to add the ability to link internet connections. Also, the cable and software are unable to transfer programs or whole operating systems, only files.
