Windows Start-up does not detect devices connected to USB3-HUB7BC Hub

I find the USB3-HUB7BC never starts up correctly. I need to power OFF-ONN via the pushbutton switch to have windows detect devices connected to it. Anyone faced a similar issue?

When you experience this issue, is it after a waking the system from sleeping, reconnecting new devices, restart or from a full shut down?

Do all devices stop connecting until you power cycle the hub, or is it only specific devices?
