Cannot connect to keyboards / Windows 10 hangs after reboot

Windows 10 recognizes Plugable Bluetooth adapter, and installs driver, however is not able to connect to keyboard (it cannot not “find” it). I switched from a CSR usb bluetooth adapter (removed software first). I tried the driver from the Plugable website as well, but no luck. With both the Windows driver and the downloaded driver, Windows act strange after reboot; slow, no ethernet network, and no startmenu. The PC only responds to the reset button. This is the 2nd USB adapter as I thought the first one was broken. Any help you can offer would be great.

If the computer’s odd behavior prevents you from running PlugDebug, could you please try restarting your computer in “Safe Mode with Networking” then try it again? This can be done according to Microsoft’s instructions located here — https://support.microsoft.com/en-us/h…
