I had a flickering monitor in a multiple monitor setup using a Plugable UD-3900 Docking station and 1 monitor plugged into it using the Display adapter. I tried all of the following to attempt to solve the problem: checked connection on the VGA cable, replaced the VGA cable with a new one, eliminated an extension cord for the power to the monitor, and finally plugged the monitor directly into a wall socket instead of the power strip. None of this worked, but when I disconnected the display adapter and added a VGA to DVI adapter to the cable and plugged it in to the docking station the flicker was completely cured.

Technically no. Please test the display adapter on a different computer to see if it flickers on the other system.
